Naloxone can reverse an opioid overdose in minutes. If you or a loved one is using opioids, naloxone is important first aid. All community members can help save a life by carrying this medicine and knowing how it works. Use this form to discreetly request one or more FREE Kits of 4 mg Narcan (naloxone). Your message will go directly to our prevention specialist(s) who will confidentially connect with you to arrange pick up or delivery.
Free Overdose Response Trainings
Having naloxone on hand is great, but having a deeper understanding of opioids, addiction, and first-aid strategies can help community members feel confident when drug emergencies arise. HLC offers free overdose response training to individuals and organizations. Schedule a training for your school or business or set up a one-on-one training with a staff member. Individuals can also sign up for public trainings that happen several times a year. This is always a free service, regardless of the size. Participants receive also receive a free naloxone kit.
Medication safety supplies and information
HLC usually has an array of tools and supplies preventing medication-related injuries and reducing drug-related harms. Examples include: locking medication storage bags, drug disposal pouches, and sharps disposal containers. Schedule a medication safety training for your home or team.
Substance Use Education
Schools
We offer schools free substance use health education services. Staff can provide evidence-based classroom instruction for grades four–12. We also support health educators who wish to grow or update their substance use prevention units with subject-matter expertise and resources.
Families
Talking about substance use can be a challenge. Caregivers and youth may have questions that they don’t feel comfortable asking in a school or health care setting. HLC’s trained prevention staff can answer questions and provide information in a neutral, judgement-free setting to ensure community members feel confident discussing the risks of substance use with family members.
Businesses & Organizations
We want to help local teams provide safe, ready, and recovery-friendly workplaces where people can thrive and substance use doesn’t disrupt business. We offer Responsible Beverage Seller training to businesses with liquor licenses and free resources for cannabis vendors. We can also provide policy support to help organizations maintain best practices with regard to substance use, mental health, and recovery in the workplace.
Substance Use Prevention Coalitions
Substance Use Prevention Partnership: This Drug Free Communities coalition was founded in 2015 to align strategies for primary prevention among our partners across Lincoln County.
Wiscasset Prevention Coalition: HLC calls on partners in Wiscasset to help organize a new coalition to increase protective factors, reduce stigma, and support basic needs in the Wiscasset Independent School District.
Community Development
Strategic partnerships: HLC is always looking for opportunities to promote the work of our partners and advance mutual efforts to support prevention, harm reduction, treatment, and recovery services in Lincoln County. Maine Prevention Network: HLC is part of the Maine Prevention Network (MPN), a program of the Maine Center for Disease Control and Prevention. Under MPN, HLC provides substance use prevention services in Lincoln County, collaborating with partners in the Midcoast Public Health District to advance regional goals.
Youth Substance Use Prevention Teams: Medowmak Valley High School, Wiscasset Middle High School
The Youth Substance Use Prevention (YSUP) teams are student-led groups based in Lincoln County high schools. YSUP members focus on building resiliency, promoting healthy choices, and raising awareness about substance use prevention through schoolwide events and peer-driven initiatives.

Being a teen is full of challenges: school, sports, friends, and figuring out your future! Staying substance-free helps your brain keep growing the way it should, lowers your risk of addiction later, and keeps your body and mind strong. Substances can make stress, anxiety, or sadness worse; avoiding them helps you stay clear-headed and in control. Staying substance-free also keeps your goals on track, whether it’s graduating, playing sports, or chasing big dreams. Choosing prevention isn’t just about you — it sets an example and shows your friends that living substance-free is possible, powerful, and worth it.
Lincoln County Youth Advisory Board
The Youth Advisory Board (YAB) is a youth-led group of students in Lincoln County, ages 14–20, who are passionate about making a difference in their schools and community. YAB members use their own ideas and voices to raise awareness, support peers, and make prevention meaningful and fun. They plan events, lead campaigns, and create activities that promote healthy, substance-free lifestyles, resiliency, awareness, and a sense of mattering. It’s a place where students take the lead, build leadership skills, and make a real impact, showing that youth-led change works.
The YAB empowers youth in Lincoln County to lead positive change. Through youth-led initiatives, members promote substance-free lifestyles, build resiliency, and help peers feel supported, valued, and inspired to make healthy choices.
